About Cat Packer

Cat Packer is the Director of Drug Markets and Legal Regulation at the Drug Policy Alliance. She is recognized as the first person of color in the United States to lead a medical and adult-use cannabis regulatory program, having served as first Executive Director of the City of Los Angeles Department of Cannabis Regulation (2017-2022).

Under her leadership, LA licensed over 1,200 cannabis businesses, collected more than $320 million in cannabis tax revenue, and established one of the nation's first social equity programs in cannabis.
